ISO 45001:2018 is the international standard for occupational health and safety management systems (OH&S MS). In Australia it is the recognised architecture for discharging WHS Act duties, and PECB training runs from Foundation at $775 + GST to Lead Implementer and Lead Auditor at $975 + GST (+ GST), each including the official exam voucher and one free resit.
ISO 45001 replaced OHSAS 18001 and, in Australia, superseded AS/NZS 4801 — adopted locally as AS/NZS ISO 45001:2018. It sets requirements for hazard identification, risk control against the hierarchy of controls, worker consultation and participation, operational control, emergency preparedness, incident investigation, and continual improvement. It uses the Annex SL structure shared with ISO 9001 and ISO 14001, which is why Australian organisations commonly run quality, environment, and safety as one integrated HSEQ system — see the ISO 9001 guide and ISO 14001 guide.
The model WHS Act places a primary duty of care on every person conducting a business or undertaking, and section 27 places a personal due-diligence duty on officers — directors and senior executives must understand their operations' hazards, ensure resources and processes, and verify they are used. Industrial manslaughter offences are now enacted in nearly every jurisdiction including the Commonwealth, with penalties up to 25 years imprisonment and corporate fines in the tens of millions. SafeWork and WorkSafe regulators treat a certified OH&S MS as the benchmark of systematic safety management, and enforceable undertakings routinely require one. On the commercial side, principal contractors and government panels make an accredited ISO 45001 certificate a prequalification condition, and Commonwealth-funded building work runs through the Federal Safety Commissioner's WHS Accreditation Scheme.
WHS, HSE, and HSEQ managers who own the safety management system; safety consultants; internal auditors and certification body auditors; officers who need literacy in the system their due diligence relies on; and supervisors and project managers working inside certified systems. Demand concentrates in construction and infrastructure, mining and heavy industry, manufacturing, transport and logistics, healthcare, aged care, and the public sector — where psychosocial risk amendments to the WHS Regulations now apply the same system to workload, violence, and bullying hazards.
ISO 45001 Foundation is $775 + GST — a two-day-equivalent (10–15 hours self-paced) overview of OH&S concepts and Clauses 4 to 10, worth 14 CPD credits. ISO 45001 Lead Implementer is $975 + GST — the five-day-equivalent (35–45 hours) practitioner tier for building and running an OH&S MS using PECB's IMS2 methodology, worth 31 CPD credits. ISO 45001 Lead Auditor is $975 + GST Self-Study or $1,055 + GST eLearning — auditing an OH&S MS under ISO 19011 and ISO/IEC 17021-1, also 31 CPD credits. Foundation is a 1-hour multiple-choice exam across two competency domains with a 70% pass mark. Lead Implementer and Lead Auditor are 3-hour open-book exams mixing multiple-choice and scenario-based questions across seven competency domains, also at 70%. All are remotely proctored, so you can sit them anywhere in Australia. Passing a Lead exam earns the Provisional credential with no experience requirement; the full Lead Auditor credential requires five years of experience (two in OH&S management) plus 300 hours of audit activity, with Lead Implementer laddered the same way on project hours.
An Australian SMB should plan 12–20 weeks of readiness, then a Stage 1 and Stage 2 audit by a JAS-ANZ-accredited certification body. Typical costs: $25,000–$60,000 for consultant-assisted implementation ($15,000–$30,000 as an add-on to an existing ISO 9001/14001 system), $8,000–$18,000 for the Stage 1 + Stage 2 audit, surveillance from about $3,000 annually, and re-certification in year three. Certification evidences — but does not prove — WHS legal compliance; an audit assesses conformity to the standard, not the Act.
ISO 45001 credentials map to WHS Manager, HSE Manager, HSEQ Manager, Safety Systems Auditor, and safety consulting roles; HSEQ positions routinely pair it with ISO 9001 and ISO 14001.
